What do you mean from scratch ? Dialog provides a template that has the SDK implementation with the proper folders, file structure and configurations, i dont see any reason for creating a new uVision project and then start importing the files from the SDK. Nevertheless, in keil in order to do that you will have to go to the Project->New mVision Project define a directory for your project and hit ok, this will create the XML file and then you should start populating the newly created project with the proper source files, the include files, the linker file etc. But again there are Dialog provided templates which have all the necessary configuration.

The procedure is quite simple, you use the Smart Snippets Toolbox in order to burn the OTP and there is a guideline in the help option of tool that explains how to operate the tool, also please check the FAQ page in the Memories section, and check the "how to program the OTP memory on the 580", also there are quite a few posts that refer on the specific subject throughout the forum like the question below:
