Search for the bluetooth device

Hi,Dialog!

I recently found the following problem:

I have a device,it is discovered by LightBlue and the blluetooth of the android mobile phone ,
however, the other device is discoverable by LightBlue ,but they are not discovered by the blluetooth of the android mobile phone.

I don't understand this problem, and I can't explain to my customer.

Can you help me? Is there any official document or statement?
