These files are not provided as part of SDK. As stated in section 11.1: Existing application code files, related to other profiles (e.g. proximity reporter, DISS etc.) can be used as reference.
Why Dialog don't open a github page? Nordic's nRF51822 have a github page, they put some code( the code maybe not good enough) on that page. But that code is very helpful.
