The chip doesn't have a bluetooth address by default, you have to provide one either by your sw through the NVDS (which can be populated from OTP or SPI) or by burning a BD address in your OTP header.

As far as we know in case you use a Public device address it has to be registered with the IEEE, for random device address type there is no requirement to register/request any address from IEEE.
