the smallest standard size for 16 MHz crystals is the 2.0 x 1.6 mm package we think. Custom made types could be smaller. Please be aware that smaller sized crystals in general have higher ESR values. Check the crystal's datasheet on ESR values. If possible, when opting for a small sized crystal, choose one with a relatively low Cload value, e.g. 6 pF or 8pF i.s.o. 10 pF This is beneficial for crystal startup time.

the maximum allowed ESR for the 16 MHz crystal is 100 Ohm. It's recommended though, to have typical values of 50 Ohm. Too high ESR value will effect the crystalstartup time, and hence will negatively effect the energy consumption.
