Programming Error

I try to program a SLG46826 soldered on our custom board. I connected GND, SDA, SCL and VDD from the In-System programmer to the SLG46826 and selected the programmer board in the GreenPAK Designer.
I can read out the device information using the "Read" button.
When I press the "Program" button, the blue LED of the In-System board blinks for a few seconds and then the following message is displayed:
Programming Error
Programming was done with error. Programming sequence doesn't match to the read sequence.
After closing this dialog, the SLG46826 seems to do it's job but not all the times. It seems that verification failed.
1. What is the issue with this Error?
2. Is it enough to just press the "Program" button or do I first need to enter Emulation or TestMode?

Thanks for your reply, please find my answers below:
1. Software version: GreenPAK Designer v6.25, build 002
2. The chip was preliminary programmed, but I'm sure this error already appeared when I first programmed the chip
3. The chip is soldered on our custom board (see attached image) and powered from a 2.8V source (main supply) and a secondary 1.8V source. The SCL and SDA signals are connected to 1.8V using 4.7kR pull-up resistors. I noticed, that SCL and SCA are in the 2.8V power domain but according to the datasheet they should be "low voltage" capable. I connected the SCL and SDA signals such as the GND and 1.8V to the header of the In-System Programmer v1.0. For programming I choose "external supply".

Hi Shivani
Do you think it may be a problem with SCL and SDA pulled-up to 1.8V instead of 2.8V? I changed the configuration of SCL and SDA to "low voltage digital input" but his setting will only be applied once the programming was successful...

So it seems that a fresh IC can be programmed without errors (the EEPROM error may be due to the fact that I selected to programm the EEPROM without having any EEPROM data defined)

Hi Rashid,
This error is a bit strange. Could you please give me some more info so that I have a better idea about the issue?
1. Software version and build that is used
2. Was the chip empty or preliminary programmed
3. How is the supply given to the chip? Using our board or external power supply?
